This is the Bulbapedia walkthrough for Pokémon HeartGold and SoulSilver Versions. This walkthrough follows the remade Nintendo DS versions, not Pokémon Gold and Silver.
The guide for those can be found here.

Route 15

Route 15 runs through a forest and straight to the coast. As you enter the route, you'll see that it is split into westbound and eastbound lanes - watch where the ledges lead before you proceed. Once you reach the east end of the route, you'll be able to reach the northern path and the PP Up near the guardhouse.

Route 14

Route 14 is follows the coastline to the north, and has most of the same Pokémon as Route 15, as well as a few more School Kids on the western path. As you head north over the paved walkway, you'll spot Suicune again, standing out among the waves. It runs off yet again, and Eusine shows up to share a clue with you. He believes that the beast prefers "a hilly place near water... somewhere north". This is the final time that it will run off when you see it — you can now return to the east end of Cerulean Cape, and challenge it to a fight. If you fail to catch it, you can find it in the basement of the Burned Tower's basement after defeating the Elite Four again.

Route 13

Route 13 is a maze of fences all around. Fight your way past the group of Trainers, and head east to reach Route 12.

Route 12

Not long after reaching Route 12, you can follow the bridge to the western shoreline to reach a Calcium. If you surf to the south, you can find a Yellow Flute, which can be used in battle to snap a Pokémon out of confusion. Continue north and visit the lone house — the Fishing Guru's younger brother lives here, and agreeing with his assumption will earn you the Super Rod. Finally, you can hook something better than Magikarp and Tentacool!

Turn west towards Route 11.
