Me First is a Normal-type move introduced in Generation IV.

According to many sites, "Me First" does not in fact have any Base power. It is said that it requires the Pokémon using it to have a lesser speed than the opponent, so they attack first, then the attack is copied and fired back with 1.5 times the power. [1]
