Matt, referred to as Ark in the Chuang Yi translation, is a villain in the Pokémon Adventures manga. He first appears in Lombre Larceny along with his fellow Team Aqua members, Shelly and Amber, where they plot to kidnap Mr. Stone. They disguise themselves as staff personnel and trap his Castform in a fountain, and were going to take him away and steal his Devon Goods when he wasn't looking. Their plan goes perfectly until Sapphire arrives to the scene and rescues Mr. Stone's Castform from the fountain, thus forcing them to kidnap him publicly when they originally wanted to do it in secrecy. They manage to steal the goods and escape to the Petalburg Woods, with Sapphire, Gabby, and Ty chasing them. There, they battle Sapphire and manage to overpower her, forcing her to escape and leave the goods.
Matt first appears as a Team Aqua Grunt alongside Shelly and Aqua Admin. The three were tasked with stealing the heart component of the Submarine Explorer 1 from Mr. Stone. When Sapphire unintentionally thwarted their original plan to discreetly kidnap Mr. Stone, the three switched to a new plan and directly attacked Mr. Stone in public and stole the component. Sapphire, Gabby, and Ty chased after the three and eventually arrived in Petalburg Woods, where they were attacked by Matt, Shelly, and Amber in order to ensure that no witnesses to their crime would be left alive. With the help of Mr. Stone's Castform, Sapphire manages to escape, but is unable to retrieve the heart component.

For their success in stealing the Devon Goods, Matt, Shelly, and Amber are promoted to Admin status by their leader, Archie. Still, he reminds them of their failure in silencing Sapphire, Ty, and Gabby, the three people who saw their faces during the mission.
Later, Matt, Shelly, and Amber are given promotions from Archie due to their good work. With this promotion, they are given the title Subleaders of the Sea Scheme, or SSS for short. Archie is quick to remind his subordinates that they are still in trouble for leaving the witnesses alive.

Matt next appears at Mt. Chimney in Bubble Bubble Toil and Azumarill I, holding Flannery hostage in a cable car so that he can lure in Sapphire. When Sapphire enters the cable car to rescue Flannery and battle Matt, he has his Azumarill completely flood the car with water, while at the same time creating an air bubble so that he alone can breathe. He taunts Sapphire and Flannery about their impending deaths, but after several minutes elapse with Sapphire still successfully holding her breath, he calls out his Sharpedo to kill them more quickly. Sapphire's Chic's Iron Defense stops Sharpedo's attack, breaking its fangs, but Matt laughingly tells them that Sharpedo's fangs grow right back, and once more waits for them to drown. Sapphire, however, uses the broken fangs to pierce the glass window of the cable car, draining out all the water, much to Matt's shock. Now able to breathe and free to attack, Sapphire has Chic use Take Down on Matt and his Pokémon. When the cable car reaches the top of the mountain, Shelly and Amber find Matt, his Azumarill, and his Sharpedo smashed against the glass window, unconscious. Matt is carried away on a stretcher by several Aqua grunts.
The SSS travel to Mt. Chimney so that they can increase the sea level by stopping the volcano's activity. By pretending to be on the side of good, Team Aqua tricks Professor Cozmo into providing a special Meteorite that can stop Mt. Chimney. When they overhear Gym Leader Flannery talking about Sapphire, the SSS attack her in order to get information about their earlier opponent. Flannery is held captive by Matt so that he may lure Sapphire into a trap and kill her while the others finish their jobs. With the use of his Pokémon, Matt nearly drowns Sapphire and Flannery in the cable car, but Sapphire manages to drain the car and defeat Matt. Having won, Sapphire rushes over to stop Team Aqua, but Amber manages to stall her long enough for Shelly to kill Mt. Chimney. With their plan succeeded, Team Aqua escapes and takes Professor Cozmo with them.

He is not seen again until Always Keep Whiscash on You for Emergencies, when Team Magma and Team Aqua briefly join forces to journey to the bottom of the sea in the Submarine Explorer 1. Matt expresses excitement at the prospect of going to the Seafloor Cavern, but Archie asks him whether he really thinks he can join them. Matt hesitantly says that he's almost fully recovered from his injuries, but then Archie has his Walrein knock Matt to the floor with a savage blow to his face, saying that after his failure at Mt. Chimney he will be left behind, and Amber will be coming instead.
When Team Magma and Team Aqua briefly join forces to journey to the bottom of the sea in the Submarine Explorer 1. Matt expresses excitement at the prospect of going to the Seafloor Cavern. When Archie questions if Matt would be able to go, Matt assures his leader that his injuries are almost healed. Archie then proceeds to have his Walrein knock Matt away. Matt is told that for his defeat at Mt. Chimney, he will be left behind and Amber will go in his place.

During the battle between Groudon and Kyogre, Matt faces off against Winona, using his Sharpedo against Winona's Altaria. By having Sharpedo use Taunt, he is able to stop Winona from giving commands to her Altaria, and she grudgingly admits that even though Team Aqua are the enemy, they still have excellent teamwork. Still, Altaria is able to defeat Sharpedo eventually, as in Matt's last appearance in The Beginning of the End with Kyogre & Groudon IX, he is shown struggling to stay above the surface of the water as Shelly flies away with her Vibrava, telling him that only he can save himself now. Matt is not seen again after this, and it is unknown whether he escaped or drowned.
When Kyogre and Groudon are awakened, the Gym Leaders split into groups in an attempt to stop both Pokémon. In order to prevent their opponents from keeping Kyogre from advancing, each of the SSS splits up and attacks a Gym Leader. Matt faces Winona, and with his Sharpedo, he manages to prevent her Altaria from listening to her commands. Despite this, Matt struggles to fight Winona and is eventually defeated after Winona knocks him into the water as he goes to defend Flannery from Shelly. As he struggles to stay afloat, Matt begs Shelly to help him as she runs away after her battle ended. Shelly refuses and tells Matt to save himself.

In the Chuang Yi translation, he is known as Ark.

Matt (Japanese: ウシオ Ushio) is one of the Admins of Team Aqua.

In the games

Matt is a Team Aqua Admin in the Generation III games, as well as their upcoming remakes Pokémon Omega Ruby and Alpha Sapphire.

In Pokémon Ruby, he makes only two cameos - at Meteor Falls and Seafloor Cavern, alongside Archie and Shelly. He does not have an active role in the storyline and cannot be battled. Magma Admin Tabitha fulfills the role he has in Sapphire.

In Pokémon Sapphire, the player confronts him twice. The first time is when he brings the Meteorite stolen from Meteor Falls to Mt. Chimney and the player must battle him before battling Archie. He later assists the Aqua Leader in stealing the Submarine Explorer 1, and must then be battled at Aqua Hideout.

In Pokémon Emerald, he is seen only once, when the player must battle him at Aqua Hideout.

 • In Pokémon Adventures, Matt was originally conceived as a generic "tough guy" character; however, Kusaka and Yamamoto decided that this approach was boring, and Matt was instead written as the most "sensitive and nervous" of the SSS Trio.[1]
