Cipher operates actively at Phenac City , [[Pyrite Town]], [[the Under]] and finally [[Realgam Tower]] - which was constructed to be their ultimate headquarters. The completion of the tower meant that Cipher's scheme had almost reached it's climax.

Cipher also provided [[Team Snagem]] with the dreaded [[Snag Machine]]s. The Snag Machines enabled criminals to steal Pokémon from other trainers. Thus, Team Snagem transformed from a small band of criminals into a serious threat.

Cipher (Japanese: シャドー Shadow) is an evil syndicate that planned to take over the world in Pokémon Colosseum and in Pokémon XD: Gale of Darkness. Operating only in the Orre region, Cipher's goal was closer as their Shadow Pokémon scheme neared fruition. Apparently founded by Evice, also known as Mayor Es Cade, Cipher had most of Orre under its control.

Evice is the head of the organization. In order to avoid any suspicion from Phenac City inhabitants, Evice operates through Nascour. Nascour is apparently Cipher's Vice President, and Evice's right hand.

In return, Team Snagem agreed to supply Cipher with superior Pokémon snagged from trainers, so that Cipher could use them in their devilish plans.

It's also quite possible that Cipher built the Deep Colosseum, but that's uncertain.

Cipher's plot was stopped by Wes, a former Team Snagem member. Wes defeated Cipher little by little, and alongside Rui and the people of Orre, he brought the sinister organization to an end.

Five years later, however, Cipher resurfaced with a new batch of Shadow Pokémon, including a Shadow Lugia, which they believed to be impossible to purify. However, the evil team was stopped once again, this time by Michael who snagged their Shadow Lugia and defeated their leader, Greevil.

During the events of XD, Sherles tells Michael that his investigation of Cipher has revealed that Evice was only the boss of Cipher's Orre branch, with the true leader existing elsewhere. It is strongly implied that the true leader is Greevil and that Cipher may have operations in other regions. It is also possible that Greevil, not Evice, was the "wealthy old man" mentioned by a resident of The Under as having made a fortune in the city's mines and later founding Realgam Tower.

Trivia

  • Cipher has similar plans to Team Dim Sun in Pokémon Ranger: Shadows of Almia. Both of them have an undercover boss playing a major role in the region (Blake Hall as President of Altru and Es Cade (Evice) as Mayor of Phenac City.), both build a tower incorporating into their plans (Altru Tower and Realgam Tower) and make Pokémon lose their memories (Shadow Pokémon and Gigaremo Units). Also, they are final bosses of their respective games, and can be re-battled at will.
  • Cipher also has similar plans to Team Rocket. Both either stole Pokémon or were involved in the Pokémon Thefts, both had plans involving World Domination involving Pokémon, Both leaders also had a respectable and unassuming position (Giovanni was the Gym Leader of Viridian City, whereas Evice/Es Cade was the Mayor of Phenac City), and both ended up being revived a few years later.
