A move tutor will teach a Pokémon moves that are not normally teachable through TM's/HM's. Move tutors are found in Kanto, Johto, and Hoenn.
Johto Move Tutors
In Pokémon Crystal, an elderly fellow visits Goldenrod City's Game Corner every Wednesday and Saturday after the player has become League Champion. For the price of 4000 coins, this move tutor will teach a Pokémon either Flamethrower, Thunderbolt, or Ice Beam. He will only teach one move to one Pokémon each week.
Hoenn Move Tutors
Ruby/Sapphire/Emerald
A man in Fallarbor Town will teach a Pokémon a move it could have previously learned but has not, for any reason, in exchange for a Heart Scale. Some moves, such as Kecleon's Thief, can't be taught by level up even though they appear on the Pokémon's Level Up movelist, because none of that species can be received at an early enough level (such as [Legendary Pokémon]]), or, in Kecleon's case, the species starts with more than four moves even as a baby.

Kanto/Sevii Move Tutors
These move tutors are in FireRed & LeafGreen versions. They do not appear in older versions for the Gameboy system.
Special move tutors
A man on Boon Island will teach a Pokémon a move it could have previously learned but has not, for any reason, for the price of two Tinymushrooms or one Big Mushroom.
A woman at Boon Island's Cape Brink will teach one move to your starting Pokémon. She will teach Frenzy Plant to Venusaur, Hydro Cannon to Blastoise, and Blast Burn to Charizard. The moves cannot be taught to the previous evolutions of any of these Pokémon, nor to any Charizard, Blastoise, or Venusaur that the player did not start in Pallet Town with.
Normal move tutors
These tutors will teach a Pokémon a move otherwise unobtainable with the current, Generation III TM list. Many of the NPCs which gave a TM containing a move in Generation I that is no longer available in TM form in the current generation will directly teach the move they would have given instead.
