Rulings
- A player cannot play Surfer if they don't have any Benched Pokémon, as Surfer requires the player to switch their Active Pokémon with their Benched Pokémon first and foremost. Conversely, Surfer can be used even if the player cannot draw cards until they have 5 cards in their hand, such as when their hand has 6 or more cards, or if there are no cards left in their deck.[1][2]
- For Pokémon Abilities that activate when the Pokémon moves to or from the Bench, such as Iron Valiant ex's "Tachyon Bits" or Palafin's "Zero to Hero", if a player uses Surfer to switch those Pokémon, the player may then choose to do either the Ability or Surfer's draw effect first.[2]
- If a player uses Surfer to switch their Iron Valiant ex to the Active Spot and it uses its Tachyon Bits Ability to Knock Out the opponent's Pokémon, the player uses Surfer's draw effect first before drawing Prize cards for the Knock Out.[2]
