Forest of Vitality does not override Rare Candy's effect, which states that it cannot be used to evolve a Pokémon that was put into play on the same turn.[1][2]
Trivia
This card's effect is similar to that of Forest of Giant Plants, with the added restrictions that this card doesn't allow players to evolve Pokémon on their first turn, and only allows Grass-type Pokémon to evolve into other Grass-type Pokémon.
