This card was released as a promotional card. In Japan, it was available through the Pokémon Player’s Club from April 2000 onwards. The English version of the card was available through the Pokémon League in June 2000.
This card was first released as a Japanese {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} with artwork by [[Toshinao Aoki]] and was available through the Pokémon Card Fan Club from April 2000 until the end of December 2002. In order to obtain it, members had to earn a total of 500 GET Points. It was later reprinted in English as one of the {{TCG|Wizards Black Star Promos}} with different artwork by [[Kagemaru Himeno]] and was available through the Pokémon League in June 2000. A Non Holofoil version of the English print was later released in Japan as a promotional card and was awarded to passengers for completing the gold course of the {{wp|East Japan Railway Company|JR East}} Pokémon Stamp Rally 2000, which was held on the network between August 1 and 20, 2000.
