::::Yes. It has been determined impossible to poison a Steel-type by any means. In Gen II, it was possible to poison a Steel-type using Twineedle, but even that was removed now, since Gen III. Besides, there is nothing keeping you for testing it for yourself. I've tested Toxic Orb on Steels personally, and from various searches, it appears there is a 0% chance for Effect Spore to poison a Steel-type. There is some question about how Effect Spore alternately affects Steels, since the effect of Effect Spore has a 30% chance to give a status to the attacker.
