Origin
Mega Drain is a move in the Pokémon games that could only be learned by Venusaur via TM21 in Generation I. Solar Power is an ability introduced in Generation IV, but Venusaur cannot have it, and the Japanese name of the Pokémon Power is different than that of the ability, making the two unrelated. The card's Pokédex entry comes from Pokémon Red and Blue.
