Magic Powder will only play the animation if it is successful.
If the target is behind a substitute or is already a pure Psychic type (whether naturally or because of the effects of an earlier Magic Powder), then the move will fail (with "But it failed!" being displayed), and the animation will not play.
If the target is immune to powder moves (e.g. Grass type, Safety Goggles), Magic Powder will not affect the target and the animation will not play.
Dynamaxing the target has no effect on the success of Magic Powder.
Tested with targets:
Wobbuffet (Psychic) | Fails, animation does not play
Sigilyph (Psychic/Flying) | Successful, animation plays
Sigilyph after Magic Powder hits (Psychic) | Fails, animation does not play
Zigzagoon-Galar (Dark/Normal) | Successful, animation plays
Zigzagoon-Galar after Magic Power hits (Psychic) | Fails, animation does not play
Pumpkaboo (Ghost/Grass) | Does not affect, animation does not play
Maractus (Grass) | Does not affect, animation does not play
Noibat (Flying/Dragon) | Successful, animation plays
Noibat with substitute up (Flying/Dragon) | Fails, animation does not play
Noibat with Safety Goggles (Flying/Dragon) | Does not affect, animation does not play

"Magic Powder fails if the target is already a pure Psychic type or a Grass type"

Why does it not work on Grass types? Is there an in-universe reason or just a bug?

Move Animations

Magic Powder will only play the animation if it is successful.
