Ignore those two. Yes, there is a Celebi glitch. On Routes 121 and 123 in early versions of Ruby and Sapphire, there is an exceedingly rare chance of encountering a wild Celebi. I forgot that you have to see the Pokémon to request it... This is why I resort to "other methods" to receive Event Legendaries.
