Reason: Voltorb and Electrode locations

Now that you've caught the first of the legendary birds, let's hunt down number two.
As with Articuno, it's advised to bring a large number of Ultra Balls. Once you're ready, venture east from Cerulean towards Rock Tunnel. Instead, once you get to the tall grass north of the Poké Center, swim out into the river and head south. It's not far to the south shore, where you'll run into a lone PokéManiac. Hop onto dry land and get ready to face some Electric-types!

Zapdos, the legendary bird of lightning.

This decrepit building has a few items strewn around, but beware: some of the items are actually Voltorb and Electrode in disguise. Just past the entrance room is a Carbos, and further along you'll see a second item ball. The room to the right is a dead-end with both a Voltorb and Electrode, waiting to pounce on an unsuspecting Trainer. Continue south to the exterior wall, and you'll find TM33 (Reflect). Head to the east, and you'll find TM25 (Thunder) (the strongest Electric-type attack) in the southeast room. Follow the narrow hallway to a Rare Candy and an HP Up in the northeast room. All that's left to do is head to the west.

Zapdos roosts in the Power Plant's final room. SAVE YOUR GAME before attempting capture - there's only one, so don't risk knocking it out. It won't go down without a fight, so whittle it's health down and try putting it to sleep before attempting to capture it.

Once the battle is done, take the side exit, and fly back to Viridian. It's time to claim the final badge!

VIRIDIAN CITY
POKéMON GYM

Now that you've collected the seven other badges, the leader of Viridian Gym has finally returned. No one seems to know the identity of this shadowy figure, but as you'll see soon enough, it's someone you know quite well.

After his defeat in Saffron, Giovanni returned to his post as leader of Viridian Gym. His Gym turns out to be a favorite training spot for Ground-type Trainers, so Grass- and Water-types should have little trouble here. Moves like Surf, Razor Leaf, and Ice Beam will be a big help. Like Team Rocket's hideout under the Celadon Game Corner, the Gym utilizes spinner tiles to disorient Trainers before they reach the Gym Leader. There's also a Revive lying on the floor, making this Gym the only one to have items lying around.

Viridian Gym
The Earth Badge

Congratulations, you've just defeated the eighth and final Gym!
The Earth Badge commands obedience from all Pokémon, regardless of level. Giovanni gives you TM27 (Fissure), a TM he claims to have made when he first served as Gym Leader. He seems remorseful of his actions with Team Rocket, and he disbands the gang before disappearing.

With all 8 Gym badges, the way to Indigo Plateau looms ahead. Gather a team that knows Surf and Strength, and stop by a Poké Mart to buy some Potions and Ultra Balls - before the Indigo Plateau is Victory Road, a grueling tunnel with the third legendary bird deep inside. When you're ready, travel west to Route 22.
