Scarves are a special class of held items that add to the contest condition of a Pokémon. They will boost the Pokémon's performance in the preliminary round of both Hoenn's Pokémon contests and Sinnoh's Super Contests.
In Pokémon Ruby, Sapphire and Pokémon Emerald, the Pokémon Fan Club President at Slateport City will give one of these if the trainer has given enough Pokéblocks to his/her Pokémon.
