Flatter (Japanese: おだてる Flatter) is a non-damaging Dark-type move introduced in Generation III. It is similar to Swagger.
Effect
Flatter raises the target's Special Attack stat by one stage and confuses it. Even if the target is already confused, or cannot become confused due to Safeguard or Own Tempo, its Special Attack will still be raised.
Even if the target's Special Attack is already at +6 stages, it will still become confused. Even if the target has Contrary and its Special Attack is already at -6 stages, it will still become confused.
If powered up by a Darkinium Z into Z-Flatter, the user's Special Defense stat is raised by one stage.
Flatter can also be used as part of a Pokémon Contest combination, with the user gaining an extra two appeal points if the move Charm was used in the prior turn.

It targets enemy in the front, causing it to be confused and increasing its Special Attack stat by two stages. This move is affected by Magic Coat, Taunt and the Muzzled status condition.
