When she tried to remove Oakley from the DMA, she instead became stuck as well.

She is more stable and suave than her sister, and more enchanted by the beauty of the [[Soul Dew]] than the abilities of the [[Defense Mechanism of Alto Mare]] or capturing {{p|Latias}} and {{p|Latios}} {{tt|for {{an|Giovanni}}|dub only}}. Like her sister, Annie is very charming, manipulative, tech-savvy, and thorough in her work. Both have vain, thrill-seeking personalities and a ruthless determination to succeed, but Annie lacks Oakley's megalomania.
 
Annie has excellent balance and athletic abilities, making huge leaps and cartwheels while fighting Latios and Latias with no trouble. She also has some rather advanced technology at hand; she has glasses that can identify Latias when disguised and can see Latias and Latios when invisible, and they captured Latios using what appears to be a net of energy. She works well as a team with [[Oakley]], their Pokémon attacking together, and their athletic abilites complementing each other well. However, ditzy as she appears, she is more in control than [[Oakley]] is, as [[Oakley]] goes somewhat mad with power when commandeering the [[DMU]], despite Annie's concerns about using it.

Excellent at balance and athletics, Annie has no trouble making heroic leaps, cartwheels while fighting [[Latios]] and [[Latias]], and keeps perfect balance on a beam which [[Jessie]], [[James]] and [[Meowth]] have trouble with.

She is not seen to have any Pokémon apart from her [[Espeon]], but it appears to be at such a high level that that barely matters. She and [[Oakley]] also have some very advanced Rocket technology at their disposal... she uses special shades to identify [[Latias]], and tell where [[Latios]] and [[Latias]] are while fighting them. They also have the sticky contraptions that Rockets use as an alternative to [[Poké Balls]], and use one to capture [[Latios]].

Annie (Japanese: ザンナー Zanner) is the secondary antagonist of Pokémon Heroes: Latios & Latias. She is a Team Rocket operative, at least in the English dub, alongside her partner and younger sister Oakley.
