A move tutor will teach a Pokémon moves that are not normally teachable through TM's/HM's. Move tutors are found in Kanto, Johto, and Hoenn.
Johto Move Tutors
In Pokémon Crystal, an elderly fellow visits Goldenrod City's Game Corner every Wednesday (after winning at Indigo Plateau). For the price of 4000 coins, this move tutor will teach a Pokémon either Flamethrower, Thunderbolt, or Ice Beam. He will only teach one move to one Pokémon each week.
Hoenn Move Tutors
Ruby/Sapphire/Emerald
A man in Fallarbor Town will teach a Pokémon a move it could have previously learned but has not, for any reason, in exchange for a Heart Scale.
