It seems silly to face the Elite Four/Blue as soon as you receive your Pokedex, but it's possible (go to your Yellow file and just use rentals). Since you only have to face Blue once before you can make a team, the game doesn't know which Eeveelution he would use, so it would make sense that there would be a team for his unevolved Eevee.
