:*My understanding, based on the Japanese (and Korean) names, as well as the fact that you can dig them up in the Underground in DPP, is that the Revives are shards of raw power which radiate healing energy to your Pokémon. The energy is of such a particular level of strength such that, not only is that energy depleted once your Pokémon is revived, but that, for regular Revives, it's only enough to replenish your Pokémon's HP part way.
:* TL;DR: it's kinda like how Thunder/Water/Fire/etc. Stones work.
