Do you really think they will include a Psychic-type Latias, for example, in a set that exclusively introduces the new Dragon type? ::::I'm not saying every pokémon in the set will be Dragon-type (If they include Kingdra as dragon-type for example, of course the horsea and seadra won't be Dragon-type). Still, every pokémon that is at least part-Dragon will most likely be featured with the new Dragon-type because that's the focus of the set. It's not confirmed, but it's obvious.
