The Hoennian Salt's Hoenn origin may be a reference to the Shoal Salt, an item found in the games set in the region. Accordingly, its description as only being harvestable in small amounts may reference the fact that the Shoal Salt can only be found in one location, Shoal Cave, and only during times of low tide.
