Effect
When the Pokémon successfully uses an attack move against an opponent that is restrained, it has a chance of lowering the target's Attack and Sp. Atk by one stat rank each. The skill can range from Hit Restrained Opp: Attack ↓ & Sp. Atk ↓ 1 to Hit Restrained Opp: Attack ↓ & Sp. Atk ↓ 9, with higher numbered skills resulting in a higher chance of activation. Hit Restrained Opp: Attack ↓ & Sp. Atk ↓ 9 will always lower the target's Attack and Sp. Atk. Currently, only Hit Restrained Opp: Attack ↓ & Sp. Atk ↓ 9 is available on scoutable sync pairs. The skill applies to the Pokémon's attack moves, including buddy moves, but not sync moves or max moves.
