Effect
When the Pokémon takes an action while the weather on the battlefield is hail, it has a chance of increasing the user and its allies' critical-hit rate by one rank. The skill applies to the Pokémon's attack and status moves, including buddy moves, but not sync moves or max moves. Currently, only Hail Rally 1 is available on scoutable sync pairs, which gives a 20% chance of raising the critical-hit rate of all allied sync pairs.
