Plot
- A Suspicious Deal
After being caught snooping in Team Rocket's base on Pasio, Volo is brought in front of Giovanni and his admins. They attempt to interrogate Volo, but he dodges their questions. When threatened by the admins, Volo offers to uncover and share information on how to use sync stones ultimate. Intrigued, Giovanni accepts.
Later, as Volo speaks with two Team Rocket Grunts, Looker is revealed to be watching. The following day, Looker tells Paulo that he plans to monitor Volo after witnessing this interaction.
Paulo later meets with Rei in an isolated area to inform him of his conversation with Looker. The two discuss how the current situation complicates their goal to keep Volo's plan to obtain Arceus a secret. Rei worries that he is running out of time to help Volo change his mind. Desperate for a strategy, he asks Paulo to accompany him in meeting with Cyrus.
- Negotiations with Cyrus
Rei and Paulo visit Cyrus, explaining to him that they believe someone with malicious intent is seeking Arceus's power. They ask him to lend his and Palkia's strength to prevent this from happening. Cyrus inquires about the situation, but Rei is hesitant to answer his questions, leading Paulo to tell the former that Team Rocket is suspected to go after Arceus.
Rei urges Cyrus to work with him, but Cyrus points out that someone seeking Arceus to create a new world would ultimately have the same goal as himself. Paulo tries to sway him again, explaining this is not necessarily true if someone other than him gets hold of Arceus. Believing Team Galactic to be fully capable of opposing Team Rocket if necessary, Cyrus declares the conversation over. The two boys dejectedly leave, but Rei is optimistic that Cyrus will change his mind.
Later, Volo pays a visit to Cyrus, asking him for a moment of his time.
- Seeking the World's Secrets
Elsewhere in Pasio, Jacq speaks with Cynthia, Leon, N, and Alder. The group is approached by Volo, who Jacq thanks for his help in furthering his research on sync stones ultimate and their use in Poryphones. When Volo mentions hoping to draw out power from the stones, Cynthia assumes he wants to awaken an arc suit, which Volo confirms. He then asks her if she would battle him in the Arceus Cup, and she accepts. Leon and N offer him their support, with the latter crediting him for leading him to attain his arc suit in the first place.
Alder is reluctant to follow suit with the others—asking Volo why he truly wants to attain an arc suit. Volo claims that Arceus has long been an object of his fascination during his studies to uncover the secrets of the world, saying that if Arceus happened to give him the slightest acknowledgement, he would be satisfied. Alder tells Volo he will be cheering him on. As the group continues to speak, Alder stands apart from them, questioning Volo's intentions.
When the day of the Arceus Cup arrives, Cynthia and Volo meet on the stage of the stadium. The match soon begins, and the two each send out a Garchomp. Volo has his Garchomp raise its stats, then attack Cynthia's. She has her Garchomp fall back, and transforms into her arc suit. Announcing she will be holding nothing back, Cynthia has her Garchomp create a Sandstorm. It Mega Evolves, then lands a series of powerful attacks. Volo demands his sync stone ultimate to glow. He looks up to the sky and asks Arceus to respond, but nothing happens.
Volo laughs maniacally that Arceus would refuse to listen to him, leading Cynthia to assert that he will not attain an arc suit as long as he continues to treat his Pokémon like tools. Volo then states that he intends to force Arceus to listen to him, changing into an outfit modeled after its appearance. Suddenly, Cynthia's Giratina comes out of its Poké Ball, a dark energy surrounding it.
- Fangs of Wrath
Cynthia urges Giratina to return to its Poké Ball, but to no avail, leading Volo to reveal that he has learned how to use sync stones to make Pokémon follow his orders. Rei and the International Police arrive, leading Volo to send his other Pokémon at them. He then mentions he knew he was being followed by the International Police for a few days, pushing him to act sooner.
Volo goads Giratina to embrace the hate it feels toward Arceus, and it is unable to resist, joining his side. He commands it to strike the others down.
- Conflicting Paths
Each Trainer at the stage battles against one of Volo's Pokémon. Looker, Paulo, and Anabel are overwhelmed by their strength, only managing to knock them out at the cost of having their own Pokémon faint. After defeating Volo's Garchomp with Decidueye, Rei joins Cynthia against Giratina. When their Pokémon seem to weaken Giratina, Cynthia rushes up to it. Giratina then transforms into its Origin Forme. It nearly attacks Cynthia before her Garchomp intercepts the blow and is knocked out.
As Volo begs for Arceus to watch him, a voice suddenly calls out to claim his plan is incomplete. Cyrus and Palkia arrive on the battle stage, along with Dawn and Lucas. Volo attempts to convince Cyrus that they are on the same side, but this leads the latter to point out that the former has no way of controlling Arceus if he cannot attain an arc suit. Reassessing the situation, Volo decides to withdraw, admitting he was unprepared. He tells Cyrus he hopes the latter does not regret his decision later, then disappears with Giratina.
Later, Rei thanks Cyrus, who reveals he was only considering what was best for Team Galactic. After the latter departs, Looker, Anabel, and Paulo approach Rei. Looker apologizes for leading Volo to ramp up his plan, leading Rei to admit he should have told everyone about Volo's true nature in the first place.
Nearby, Dawn and Lucas ask Cynthia what they can do to stop Volo. She advises them to help him see the value of a true bond with one's Pokémon, which can be done by having more people attain their arc suits. Cynthia contemplates the relationship between Arceus and Giratina, regretting not considering Giratina's feelings while using the power of an arc suit. She vows to regain the Pokémon's trust.
Meanwhile, a white-legged Pokémon arrives on Pasio.
