Effect

????? allows surfing over water without the need for Pokémon and/or Badges. It also allows surfing on Route 17's Cycling Road.

This item can even be used in a battle, as long as it has started while the player is facing a tile they can surf on. The player will be treated as if they were surfing, changing the background music to The Sea. Because it comes from a different soundbank than sound effects used in battle, attempting to play them will refer to that soundbank, causing the wrong sounds to be played when using moves, switching Pokémon, or catching a Pokémon. When the battle ends, the player will move one tile forward. This can be exploited to pass through barriers.
