The bars in this picture of Route 134 are ocean currents.
Ocean currents are a type of tile that appears only in Pokémon Ruby, Sapphire, and Emerald Versions. Hoenn Route 134 is almost completely created from these ocean currents. They are similar to one-way tiles that are found in gyms, but are found in water. This stops the player from traveling too early from Slateport City to Pacifilog Town. Ocean currents have no wild Pokémon data, as supposedly, the water is moving too fast for Pokémon to reside.
