Guile Hideout is the main antagonist of the Emerald arc of the Pokémon Special manga.
Guile Hideout had successfully caught Jirachi so that he could use up the wishes to create his Utopia, by summoning with one wish, a fake Kyogre. It was revealed in the last volume that after he and Maxie died in the air car, and Sird came and offered them armor and a sword that could give either of them eternal life as long as they wore it. Although he won and Maxie faded away, the armor was later destroyed by Gold's Politoed and Red's Poliwrath.
