This card was released as a promotional card. In Japan, it came with the June 1999 issue of [[CoroCoro]] comic. The English version of the card was available through the Pokémon League in December 2000.
This card was available as a {{TCG|Wizards Black Star Promos|Wizards Black Star Promo}} and was given away to visitors at participating stores from December 16, 2000 to promote the release of {{TCG|Neo Genesis}}. In Japan, it was available as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} on an insert in the July 1999 issue of ''[[CoroCoro]] Comic'', released on June 15, 1999. The Japanese print uses the Original Series layout, whereas the English print uses the Neo Series layout. The English print has {{e|Water}} missing before the first occurrence of "Energy" in the attack effect. The attack cost is also off-center. The card was reprinted in the Japanese {{TCG|Pokémon Web}} expansion using the e-Card Series layout.
