This card was released as a promotional card. In Japan, it was given out in a {{wp|Toyota}} auto campaign in January 1997. The English version of the card was released through Pokémon card leagues in March 2000.

This card was released as a Wizards Black Star Promo through the Pokémon League in March 2000. In Japan, it was available as an Unnumbered Promotional card through a Toyota Auto Campaign between October and December 1997. This card, along with Pikachu, came sealed in a card booklet presented to visitors at participating dealerships. It was later reprinted as one of a selection of cards included in the Pokémon Song Best Collection CD, released on January 1, 1999.
