This card was released as a promotional card. In Japan, it was released as a special card by All Nippon Airways throughout June and July in 1999. Passengers flying in conjunction with the “Pokémon Getaways” campaign could redeem their boarding passes for the 2 card set including Flying Pikachu and {{TCG ID|Wizards Promo|Articuno|22}}. The card was never released in English.
In Japan, this card was released as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} and was distributed by {{wp|All Nippon Airways|All Nippon Airlines}} between June 1 and July 31, 1999. Passengers flying in conjunction with the "Everyone's Happy Campaign" could redeem two domestic boarding pass stubs for a two-card set that included Flying Pikachu and {{TCG ID|ANA|Articuno|promo}}. Stubs were required to be affixed to special postcards and mailed to [[Media Factory]]. The postcards could be obtained from airport counters or from the ANA branch office.

In Japan, this card was released as an Unnumbered Promotional card and was distributed by All Nippon Airlines between June 1 and July 31, 1999. Passengers flying in conjunction with the "Everyone's Happy Campaign" could redeem two domestic boarding pass stubs for a two-card set that included Flying Pikachu and Articuno.
