Shadow Down is the Shadow version of Screech, and lowers the Defense of both opponents by two levels.
As Shadow Pokémon cannot be traded, and since Pokémon Contests do not exist in Pokémon XD: Gale of Darkness, Shadow Down cannot be used in Contests.
