Effect
Generation I
Rolling Kick does damage and has a 29.7% chance of causing the target to flinch.
Rolling Kick can only cause the target to flinch if the user attacks before the target does. Rolling Kick can't make a target with a Substitute flinch.
Generation II
Same as before, but with a 30% chance of flinching instead.
