A former executive of Pokéblock Unlimited, Mitch took time off from his job in order to look for a birthday present for his daughter, Lisa. However, the present she wanted was a Jigglypuff. Determined to make her wish come true, Mitch went into the woods and tried to capture the same Jigglypuff for months on end. No matter how hard he tried, he was unable to capture the Pokémon.

That changed when Ash and his friends came across Mitch. Using a plan of Max's, they trapped Jigglypuff in a cabin and forced it to Sing to Pikachu. When he returned home the next day, he was shocked to see that Jigglypuff had followed him. It was angry at him for leaving, and it wanted to continue playing with him.
