Ash and friends are walking when Misty spots a cute little building. As they contemplate what the building could be used for, a whooper jumps down onto Brock's neck. This causes him to freak out, and slide down the hill that they're standing on the edge of. A girl outside the building hears Brock yelling and rushes towards him. The wooper jumps into her arms as she speaks to Brock. Of course, Brock looks up into the girl's eyes and falls in love (what else is new?). Misty pulls him away by the ear as Ash & the girl look on.
Ash and friends enthusiastically volunteer to watch over a troubled trainer’s school of {{p|Wooper}}, but as always [[Team Rocket]] interferes, this time hoping to use the Wooper’s soothing qualities to pacify [[Giovanni]]...

Misty asks the girl what the building is used for, and she explains that it is a preschool for wooper, pointing to the pond just beside them, filled with wooper. She tells her story of how she established the school, and Misty notes that they're "so cute". Ash pulls out Dexter for a better insight. Misty asks to see how Olisha teaches the wooper, and Olisha says yes. Olisha pulls out a tambourine and announces that it's time for recess. As she taps on the tambourine, the wooper start to do a little dance, much to Misty and Ash's delight. Ash comments on how cute Olisha's wooper is, and Brock agrees. (although he is only staring at Odelia, not the wooper).

Cut scene to Team Rocket, who are complaining -again- about how they have nothing to eat when Jesse almost eats a poisonous mushroom. James thinks that they can ask their boss (Giovani) for more money, and Meowth reminds him that they already used all the spending money he had given them, despite the fact that they haven't gotten any pokemon for him. The team decides to keep moving, hoping to find food or rare pokemon.

Cut back to Ash and friends at the wooper school. The gang chows down on some food that Olisha made, while the wooper watch. Then, Olisha gets an unpleasant phone call. The friends ask her if there's anything wrong, and she explains that her mother has just fallen down the stairs and broken her leg, but she lives in the other town. Olisha gets very worried about her mother, seeing as there is no one she knows in that town that can go check on her, and she thinks her mom is saying that she's ok when she really isn't. Olisha says that she would like to go check on her mom, but she can't leave the wooper by themselves.

So, Brock decides to volunteer the gang to become wooper-sitters so that Olisha can go visit her mom. Olisha isn't sure, but Ash and Misty reassure her that it's fine. With that, she thanks them and gives them a book on how to care for the wooper, leaving on her moped. Misty thinks that caring for the wooper will be hard work, but Brock disagrees with her, saying that he is an "extremely experienced pokemon breeder". They all head back to the preschool while Brock looks at the note book Olisha gave them. It's then that the gang notices that the wooper are missing from the pond.

Misty and Ash get angry at Brock as he lies there, still as a statue because of the lost wooper. Pikachu notices a small trail of water starting at the rocks surrounding the small pond. The gang decides to follow the tracks, seeing that they lead inside the preschool's front doors. As Brock pushes open the doors, he sees all the wooper playing with food, books, toys and just making a mess of the place over all. Ash stupidly states, "...Guess they were hungry". Misty suggests that they get the wooper out before they destroy the school. This leads Brock to the notebook left by Olisha. The book says that wooper will be more likely to behave if you treat them with affection and give them food. So, Brock brings out some of his home made pokemon food, hoping that this will get the wooper to behave and stop destroying everything.

All of the wooper go towards Brock and form a pile on top of him as Ash and Misty look on. When Brock is saved from the wooper, ash looks through the book, only to find that wooper behave more if you use a tambourine. This causes Misty to reveal that she loves the tambourine, and she had one when she was a little girl. She picks up the small tambourine and decides to try playing it. Togepi likes it, but the wooper's little ears don't seem too happy, and the gang notices, causing Misty to stop playing. Misty decides that she needs to practice more, but drops the tambourine.

This causes little togepi to pick the tambourine up off the floor and start playing it. The wooper seem to like the change as they start doing a little dance and something similar to singing. Togepi keeps playing, but moves outside, luring the wooper back to the pond that they escaped from. Once all the wooper are in the pond, Misty's upset that togepi can play better than her, to which Brock says that pokemon just have better pokemon rhythm. Misty counts the wooper and notices that one is missing. One ''very'' special wooper. ''Olisha's''. Brock is now depressed, since they lost the wooper, and halfheartedly plays the tambourine, moping. Ash suggests that Brock stays at the pond to watch the wooper and togepi while he and Misty go out to look for Olisha's wooper.

The two decide to go back into the school, thinking that maybe the wooper just got left behind. They hear a crash coming from the kitchen, and a wooper is seen coming out from a pile of dishes in the sink. As the two try to corner the wooper, it jumps to the windowsill, only to have Ash run after it like a mad man. Wooper jumps again, this time towards the stacks of dishes on the counter. Misty tries to be the hero this time, but fails when wooper jumps on the dishes and they wobble. Misty, being the good person that she is, decides to hold the dishes up in an attempt to keep them steady. Two drop and are caught by Ash, but the wooper just jumps on his head and keeps going. Since both the humans were thwarted, Ash sends Pikachu after the wooper. With no sign of the wooper, the two decide to go outside to keep looking. They look up, to see wooper climbing up the same hill that Brock had fallen down earlier.

The two continue after wooper. The little blue pokemon leads them to a bridge. Unfortunately, the bridge is quite rickety and it breaks as Ash and Misty chase the wooper across it. Luckily, Pikachu makes it across -as does the wooper- and Ash sends Pikachu to go looking as the two kids hang there.

As the two start climbing, Misty falls -much to Ash's concern ♥-. The two look up to see the wooper (who is now done with the climb) looking down at them. Misty states that the wooper isn't as cute as it used to be, now that it mocks them. Just as Ash and Misty make it to the top, the wooper decides to run away into the forest. The wooper leads the friends to a old rope bridge. Luckily for the wooper, it can just jump across with no cares in the world. Unfortunate for our heroes, the bridge is a bit high and rickety. Ash, unthinking, runs out to the middle of the bridge until Misty stops him, yelling "Wait!".

Wooper keeps moving across the bridge, as Misty informs Ash that the bridge might collapse any second. Hearing this, Pikachu and Misty decide to carefully move onto the bridge. As the three make their way across the treacherous bridge, Ash puts his hand down on a board, only to have it snap and fall into the abyss. Wooper moves closer to the two, and Misty thinks that it's finally obeying her, but then it decides to hop all over the bridge, and uses the hand rope as an escape route. Pikachu runs after the wooper, followed by Ash and Misty. Sadly, just as Pikachu makes it over the bridge, it breaks, with Misty and Ash still on it.

This leads us to... TEAM ROCKET! Meowth is seen beside a pot of boiling water, waiting for Jesse and James to come back from mushroom hunting. He looks over into the bushes and sees "the biggest mushroom ever!", not realizing that it's the escaped wooper. As he tries to grab it, wooper slips away. Meowth opens his eyes to see that there's nothing between his paws, when Jesse and James come back and ask him what he's doing. As the three start looking for the "Giant Mushroom", wooper begins to eat all of the mushrooms they've collected when they're not looking. The three start to give up and look to find that their mushrooms are all gone. They see wooper, still thinking that it's a mushroom, and get excited. That is, until wooper turns around and has a mushroom stuffed in it's mouth. Jesse begins to get angry with the wooper, but it's eyes captivate her, making her fall in love with it instead.

The three decide that the wooper is so cute, that it'd be the perfect present for the boss. Jesse throws a pokeball at the wooper, only to have the ball bounce off onto the ground (seeing as wooper is already caught). They wonder why the pokeball didn't work as pikachu runs onto the scene, standing in front of wooper. As the team is trying to negotiate with the yellow mouse, Ash and Misty run up. Team Rocket get nets from somewhere, and make an attempt to catch the wooper. Ash and Misty also try to grab it, although no one is having much luck due to wooper's slippery body.

Jesse and James release Arbok and Wheezing, distracting the trainers while they escape in their balloon with wooper in Jesse's net. As Team Rocket is bragging, Brock and Olisha are seen on the moped, following after the balloon. Just as Ash, Brock, and Misty are about to send their pokemon to help, Olisha yells to wooper and tells it that playtime is over. This causes wooper to  jump from the net, off Meowth's head and out of the balloon. Jesse and James send their pokemon after the wooper, and as Ash and Pikachu are about to help, Olisha commands wooper to attack. After using various attacks (slam, tackle) Wooper sends Team Rocket away by making Arbok and Wheezing collide with the balloon.

Back at the daycare, after telling them that her mom is okay, Olisha thanks them again, and the gang realizes that 'you can't judge a pokemon by it's looks', since wooper is small but packs a punch. Brock tries to make a move on Olisha and is again escorted away by Misty, and turned down. With this, Ash, Misty, and Brock head away from the preschool onto the next town.
