Clair is the Blackthorn City Gym Leader. Her specialty is Dragon-type Pokémon, and she gives the Risingbadge to trainers who defeat her.

In the Anime

Once Ash Ketchum and co finally arrive in Blackthorn City, they discover a Dratini and a Gyarados in a river. Afterwards, they meet Clair and follow the Dratini for sometime, and even end up freeing it from Team Rocket's greedy hands. Later, Dratini evolves into a Dragonair, much to Jessie's dismay. Clair performs the Dragon Fang ritual and then finally prepares to face Ash as Gym Leader.

Ash has the first strike, however, it ended up being stopped when Team Rocket steals the Dragon Fang. Ash, Clair and Team Rocket all end up in the Dragon Holy Land, where Team Rocket trick a Dragonite into helping them. Luckily, Liza and Ash's Charizard arrived to help save the day. Ash's Charizard then help him earn him his eighth and final Johto badge.

In the Games

Clair's title is "The Blessed User of Dragon Pokémon".

Decending from a long line of Dragon-type trainers, Clair speaks of herself as "the world's best dragon master". She claims she can hold her own even against the Elite Four. Her only known loss had been to her cousin, Lance. Upon her defeat, Clair refuses to accept the challenger is better than her unless they pass the "dragon user challenge".

In Pokémon Crystal version, this would entail navigating the Dragon's Den and finding the shrine at the center. After that challenge is met, Clair hands over the badge, after her grandfather threatens to tell Lance about her reluctance, and says to win at Pokémon League, otherwise she'll feel worse about her loss.

In Pokémon Gold and Silver, Clair would give out her badge only when the player went into the Dragon's Den and found a Dragon Fang. Once the Dragon Fang was found, Clair would appear behind the player and give him the Rising Badge.

When Silver trains in the Dragon's Den, it's said he acts as Clair did in her youth.

In addition to the Risingbadge, Clair gives out TM 24, Dragonbreath, in Pokémon Silver, Pokémon Gold, and Pokémon Crystal.

In the Pokémon Special Manga

Clair was one of the first of the Gym Leaders to face Suicune. Despite her efforts, she was outclassed by its tactics, and lost rather quickly, due to Suicune's use of Mist to create a reflection or illusion of itself.

Later, at the Gym Leaders Challenge, she was to face off against Blaine. This was an important matter for her, because as Lance's cousin, she thought that Blaine would know what become of Lance after Blaine and Lance's battle at Cerise Island the year before.

During the attack by Team Rocket, which ended up with all the Gym Leaders trapped on the recently completed bullet train, she forced Blaine into fighting their duel. Blaine quickly won due to Entei's powerful attacks. Thus, the Kanto Gym Leaders claimed victory, with four wins, three loses and one draw.

Clair's only appearance in the Pokémon TCG was in the Pokémon VS set. There she was given a number of Pokémon under her name, which, despite their evolution level, were all Basic Pokémon.
