The episode opens with Ash and his friends running to catch a boat. Unfortunately, they manage to get aboard the wrong boat, and eventually reach land, where they see Ivysaur, Charmeleon, and Wartortle. May can't identify the Pokémon properly, even saying that Wartortle is a Squirtle with something wrong with its tail, and Max seems to be having problems with Wartortle too. Ash then explains that they are the evolutions of Bulbasaur, Charmander, and Squirtle, the starter Pokémon of Pallet Town. They then find out that these belong to Jimmy, who is there studying to be a referee. Ash and company are then enlisted to help teach some student referees. Team Rocket has managed to follow them using their Magikarp submarine. Meowth again has a strange dream or vision about how kind the boss would be to them if they succeed in this mission.

The instruction given to the new trainers has apparently taken the form of a battle between Ash and Brock. Ash orders Swellow to do an Aerial Ace attack, which is an impressive display. However, Brock has a few tricks up his sleeve, and this apparently involves his Pokémon playing dead. The end result is that Ash wins the battle. Brock, realizing that his Pokémon should have been flagged out, does this to test Jimmy's refereeing skills. Jimmy seems to completely underestimate the Pokémon being used, and also appears to be rather indecisive. His teacher, Serena, scolds him quite forcefully at one point. She went on to say that though he's still studying and will make mistakes sometimes, this is the right time to make them, but he can't be so indecisive about his calls. Whether right or wrong, a referee must appear confident.

However, Jimmy does have three advanced Pokémon and he attracts the attention of the group while he's outside after nightfall, apparently brooding. A discussion ensues and, in the distance, a rather obvious Team Rocket mecha drives up on the beach. Jimmy tells the group that he was a trainer before and how he got all three of his Pokémon. He tells them that Wartortle, who was a Squirtle, was his starter. He got Ivysaur by accidentally giving it a sandwich. Finally, he traded a gold Magikarp to someone who looks like the Magikarp Salesman for his Charmeleon. He also shows them his Cascade Badge, and Ash tells him that he must be a pretty good trainer. Jimmy then explains that this was given to him by Daisy for cleaning the Gym and pool; the Gym Leader, Misty, was away when he visited Cerulean City. Jimmy tells Ash the he has had a long streak of bad luck. He states that the only reason he's on this island is because the dinghy he was sleeping in drifted away from shore and landed here.

The mecha that Team Rocket are using is able to hold the captured Pokémon better than previous mechas. They swoop in and capture Jimmy's Pokémon (however, they didn't try for Pikachu), and he runs after them. Somehow, he gets atop the mecha and tries to free his Pokémon with a sharp rock. But he is easily knocked off the mecha.

Jimmy is treated to a moralizing, somewhat preachy speech from his teacher before trying again to free his Pokémon from the mecha. The Pokémon are trying to free themselves from their Poké Balls. Wartortle evolves into Blastoise in anger and is able to break free from the small containment chamber. The other two are also released by Blastoise using Hydro Pump. The three then use a combination of Razor Leaf, Flamethrower and Hydro Pump to send Team Rocket blasting off.

Jimmy then decides to return to Lilycove City. Ash and his friends hire a boat and get back on course to their next city of choice (and Gym Badge, in Ash's case).

Trivia

  • Smile replaces Full of Summer!! as the ending.
  • There is a new sequence for the episode title, which shows both Ash's Badges and May's Ribbons. 4Kids does not start to use it until the next episode.
  • The Poké Balls of the mecha of Team Rocket where Wartotle,Ivysaur and Charmeleon were, are very similar to the Poké Balls from the Pokémon Adventures manga.

Errors

  • In the beginning of the episode, Brock's collar is the same color as his skin. During his battle with Ash his collar is the same color as his shirt. It should have been orange in both of these scenes.
  • May's shirt is momentarily seen with long, red sleeves instead of short ones.
  • In one scene where May is supposed to be shown wearing the blue bike shorts, they disappear and she is wearing only her white miniskirt.
  • May's gloves disappear in a couple of scenes.
  • Near the end of the episode, Charmeleon's white belly turns red.

Dub edits

  • The sandwich that rolls down the hill into Ivysaur's mouth in the flashback was an onigiri in the original.
