Victor (Japanese: ビンセント Vincent) is a one-time character in the Pokémon anime who appeared in The Pi-Kahuna. He is voiced by Kazuhiro Nakata (adult), Megumi Hayashibara (boy) and Shin'ichirō Miki (teenager) in the Japanese version and David Brimmer in the English version.
Victor lived on Seafoam Island with his Pikachu, Puka. Puka would always sit on the edge of a cliff, trying to detect Humunga-Dunga (Japanese: Big Cheese), a huge wave that legendary surfer Jan surfed on many years before. Jan told Victor that he could surf the wave if he really tried.
Victor trained for years with Puka until he finally felt he could conquer Humunga-Dunga. Ash and his friends happened to be on Seafoam Island when Victor was about to surf Humunga-Dunga. The wave hit the island, and Victor successfully rode it with Puka by his side.
