Meeting Kyogre
With Slowpoke's attempt to make it rain failing, we hear a cry coming from the beach. Head over there and you will see Kyogre out in the ocean. However, the pier is in disrepair and you will need to fix it. You can find the recipe for Bridge Planks next to the workbench at the beach, and you'll need Lumber in order to craft them. If you're short on Lumber you can ask Scyther to cut up some logs for you.
Build the bridge across so that you can reach Kyogre. Speak to the legendary fish and they will tell you that Slowpoke's rain woke them from their long slumber. You can then ask them to make it rain even harder and they will oblige, making the rocks soft enough to break Onix out.
Onix jailbreak
Now it's raining we can return to the caves and free Onix. The hard rock that was blocking them into the cavern is now soft clay that you can break down and collect. You will know when the hole is big enough for Onix to escape, they will thank you for your service.
Before we go back to Professor Tangrowth to tell him the good news, you will need to search the caves for a Smooth Rock. You can find it in a Poké Ball on the ground. Use Leafage on some Barren Ordinary Soil to pull up brown tall grass. Make a patch of four and place the Smooth Rock nearby. This will create the Smooth Tall Grass habitat for Onix to move into.
Building Withered Wasteland Pokémon Center
We are finally ready to start rebuilding the Pokémon Center. Return to Professor Tangrowth and he'll announce that you have completed the important request Yawn up a Storm. Before Onix can start work on the Pokémon Center, they want somewhere to live. Luckily, we built the appropriate habitat recently so all you need to do is tell them that they can move in.
We bought the kit to rebuild the Pokémon Center, and gathered the materials we need, so now all we need to do is to round up our laborers. Look at the list of Pokémon required on the request menu for the building, and ask them to follow you. You can only have five Pokémon follow you at a time so you will need to make two trips. Register your workers at the building site and when everyone is ready, you can start the reconstruction.
All of the Pokémon that are working on building the Pokémon Center will be busy until the next day, and you won't be able to use the Pokémon or the Center until it's completed. When you come back the next (real life) day the Pokémon Center will be open and you'll be ready for the next adventure.
