Return to Rocky Ridges
Use the Pokédex to fast travel to your home in Rocky Ridges. Before we get Chef Dente, we will need to pick up some glowing stones to use as building material. We only need 10 for this build, but it's always good to have extra resources around. Once you have the materials you need, including any ore and ingots required, find Chef Dente and talk to her.
Tell her about the building project and how Tinkmaster is looking for a chef and needs her help to finish her building project. She will agree, and you will then be ready to return to Sparkling Skylands. Make sure that Chef Dente is following you then fast travel to the Skylands using the Pokédex. She will follow you to the new region. You can then lead her to Tinkmaster and begin the building project.
Poliwrath and the Fighting Dojo
We have another hour until this floor is done, so it's the perfect chance to pick up and complete another side quest. On one side of the huge building's island you will find an elevator going down. Take the elevator to the bottom and a Poliwrath will be there. Talk to them to start this side quest.
They will ask you if you can break up some sand blocks. Use Rock Smash to punch through at least six blocks, and then suck them all up by holding Y. Talk to Poliwrath again and they will be impressed with your work. They will then ask you if you can repair a nearby ladder. Craft some iron ladders at the nearby workbench and add pieces to complete the ladder as you climb up it. Once you're at the top, tell Poliwrath that there is an elevator platform up there, and jump back down.
The power of Alakazam
Poliwrath wants you to build an elevator that will go to the top so they can visit their old dojo, but they don't know the recipe for an elevator platform. Luckily, they remember that Alakazam knows the recipe, and will give us the habitat hint for the Psychic-type Pokémon. Alakazam can be found in the Surging Psychic Power habitat, which consists of a simple cushion and a crystal ball. There is a simple cushion in the room next to Poliwrath and they give you the recipe for the crystal ball. You can craft it at the workbench, and it requires three glass and one twine to make.
Place it near the cushion and wait for Alakazam to appear. After they are registered in the Pokédex, they will tell you the recipe for the elevator platform and ask you to craft one. This requires eight glass, eight concrete and two Tinkagears so I hope you kept some from earlier. Once you've crafted the elevator platform, place it on the floor at the bottom of the ladder and talk to Alakazam. Then return to Poliwrath to finish both requests.
Take the elevator with Poliwrath up, and follow them to the Fighting Dojo. Poliwrath's final request to you is that you make a Dojo Training habitat for them. This uses two hanging scrolls and two strength rocks all of which are inside the dojo. Move the strength rocks into the correct position and speak to Poliwrath again to complete this side quest.
