Meeting the Tinkmaster
The windmill is our next destination, and you can find it near the top of the tower of garbage you can find on this island. Climb up this rather dubious mass of stairs and ladders until you are near the top, and you will see a strange looking Tinkaton. This is Tinkmaster, and she is the one that has been rebuilding the city one garbage block at a time. Speak to her and she will ask you for six slabs on concrete. She suggests recruiting Conkeldurr, who we should already have working on the concrete mixer.
If you picked up the concrete before leaving the island with the Pokémon Center on it then you will be able to give it to her straight away. She will then ask for an iron ingot, which you hopefully already have with you. As soon as you hand this over she will be ready to get to work.
Getting her gears
With the materials she needs ready, she will start working on creating Tinkagears. These are a necessary item for building cable cars and elevators. Anytime you need more Tinkagears, give her some iron ingots. You will receive three Tinkagears for every ingot. We will need around 15 Tinkagears in total to finish this part of the game. Like other craftable items, she will need some time to complete her resource conversion.
This is the perfect time to do some exploring. While we don't have a big overarching task like placing the utility poles at Bleak Beach, there is still a lot of work that needs to be done. Unlike other regions so far in the game, your environment level needs to be at level 3 for the upcoming choke point. This means finding new Pokémon, building homes for them, and raising their comfort levels. This is also a great opportunity to pick up some more concrete and iron ingots if necessary. We will need five of each for the next part of this request.
Skyline between Skylands
When you've done some environmental work, return to Tinkmaster. Hopefully, she will tell you that she has completed work on her Tinkagears and is ready for you to put in a new cable car. Follow her to a stoney platform and she will give you the recipe for the lift platform as well as some Tinkagears so that you can link up a new cable car. There is a workbench nearby where you can build the platform using five concrete, five iron ingots and a Tinkagear.
Place the lift platform onto the stone area so that the arm is facing forward. You will know that it is oriented the right way when you see the thin outline of a wire between the new lift and the one placed on the main island with the Pokémon Center on it. Once it has been placed correctly you can take the cable car back to the Pokémon Center's island with Tinkmaster. It is worth giving her a few more ingots now, before you start the next quest, as we will need the extra Tinkagears later. Once you are ready, lead her to the Pokémon Center itself, and you'll be ready for the next part of her quest.
