If it says "view source" at the top of the page and the three nomination boxes have no edit button, then your account is too new to vote. New contributors to Bulbapedia aren't allowed to vote; we prefer that only editors who are familiar with editing and the manual of style vote on articles. I believe when your account is ten days old you are permitted to vote.
