If the player's opponent has no cards in their hand, the player can't play Special Red Card.[1]

Origin

Special Red Card is derived from Red Card, a held item in the core series games that first appeared in Pokémon Black and White. Special Red Card's effect is similar to Red Card in the Pokémon Trading Card Game.
