I'm pretty sure that to get the call by Prof. Birch, you only need to catch the first 200 in the Hoenn Dex, but pages that refrence this say that you need to catch the entire Pokédex. Should there be a trivia comment or something that says that you only need to catch up till Rayquaza to get a Johto starter?
