We don't know why exactly he was referred to as an Elite Four member instead of a Champion. In the Kanto games, there wasn't even a previously known Champion prior to the rival (and Will/Karen don't seem to exist in the anime), so they may simply be combining his Elite Four/Champion roles. Obviously that's speculation, but so is assuming that he lost his Champion title. It's best to just report known facts.
