:Yeah, which is the case for the elemental Hyper Beams: only Charizard, Venusaur, and Blastoise get their respective type move via move tutor on gen 3, no one else. If they weren't listed due to the Johto starters on XD, then neither should Psycho Boost, and vice-versa. We should either include both or none, not only one of them.
