A Boarder is a type of Pokémon trainer that first debuted in the Generation II games. They are generally depicted as young men in winter clothing riding a snowboard.
They specialize in Ice-type Pokémon.
They have not appeared outside of Generation II games. There is data for them in Pokémon Ruby and Sapphire, however it is not used, and the art used for a Boarder is the same as a Youngster.
