Bill's Grandpa is an NPC featured in the Generation I and Generation II games.
In the Generation I games he can be found in Fuchsia City living with his grandaughter (Bill's sister Daisy).
In the Generation II games he is more helpful providing evolution stones in exchange for being shown certain Pokemon as shown in the table below.
