Shadow Lugia
Shadow Lugia (Japanese: ダークルギア Dark Lugia), codenamed XD001, is a Lugia corrupted by the criminal organization Cipher. It is believed to be the ultimate Shadow Pokémon, completely immune to purification. XD001 kicks the game off by attacking the cruise ship S.S. Libra. Shadow Lugia is owned by Cipher Boss Greevil on Citadark Isle, the new Cipher base of operation. He makes XD001 battle you before he attacks with his party.
When you fight it, it will be at level 50 with the moveset Shadow Blast, Shadow Down, Shadow Shed, and Shadow Storm. It can only be purified if all nine rooms of the Purification Chamber reach maximum tempo. After purification, it will have the moveset Psycho Boost, Featherdance, Earthquake, and Hydro Pump.
