A Name Rater is a man who judges how suitable Pokémon nicknames are. If the Pokémon he's judging was gotten in a trade, he'll say that the name is perfect and refuse to change it.

If it was caught, he'll say that the name could be better and offer the player the option of changing it.

Basically, Name Raters allow the players of the Pokémon games to rename their Pokémon as long as they weren't recieved in a trade. The Name Rater in Pokémon Colosseum won't rename a Shadow Pokémon till it's been purifyed.
