An autoconfirmed user on Bulbapedia is a user who has confirmed their email. As this is required for editing pages, all users who are active are autoconfirmed.
The emails collected by Bulbapedia are not used for spam purposes, and emails received from other users (which are sent through a sidebar link on their userpage) are optional, and disabled by default.
Normal users can edit most pages, and are notified if the page in question is not editable within the edit window due to protection in place.
